Rhys Davies of Temple Garden Chambers and Ben Keith of 5 St Andrew’s Hill have co-authored an article in City A.M. highlighting how Russia is exploiting INTERPOL to pursue political opponents, critics and dissidents abroad.
In the piece, titled “INTERPOL has a Russia problem”, they argue that INTERPOL’s systems are being manipulated by the Kremlin to issue politically motivated Red Notices — a tool intended for serious criminals, but which in practice can be used to target exiles and silence dissent. Rhys and Ben explain how these notices can lead to wrongful arrests, blocked travel, and undermined asylum claims, and call for urgent reform to prevent authoritarian misuse.
Last week, Rhys and Ben also gave evidence to the Parliamentary Joint Committee on Human Rights, which is currently investigating transnational repression. In their evidence, they detailed how regimes including Russia misuse INTERPOL tools to harass individuals overseas and urged the UK to take a leading role in addressing this growing threat.
Rhys specialises in international human rights law and has acted in numerous high-profile INTERPOL cases. In 2021, he co-authored Undue Influence: The UAE and INTERPOL, a landmark report examining possible interference in INTERPOL’s leadership elections. His work has recently featured on CBS 60 Minutes and Sky News’ Dirty Work podcast.
