Rhys Davies will be speaking at the Bar Association in Buenos Aires on 2 December as part of an international conference on Transnational Organized Crime and International Criminal Law.
The three-day conference brings together practitioners and academics to examine challenges in international criminal law, including the International Criminal Court, corruption, money laundering, and international cooperation.
Rhys will speak alongside Ben Keith (5 St Andrew’s Hill) on INTERPOL, its fight against international crime, and the misuse of its channels by authoritarian regimes. The session addresses how Red Notices and other INTERPOL tools can be exploited for political purposes, what safeguards exist to challenge abusive notices, and what reforms are needed.
South America has seen intensified INTERPOL engagement over the past year, including high-level police chief meetings and the launch of a new Task Force Against Organized Crime in Latin America. Red Notices issued by South American countries have increased accordingly.
Rhys has extensive experience challenging politically motivated Red Notices and defending individuals subject to transnational repression. Earlier this year, he gave evidence to the UK Parliament’s Joint Committee on Human Rights on the misuse of INTERPOL systems by authoritarian regimes.
