Substantive Hearings Begin in Phase 2 of the Southport Inquiry

09/09/2026

The substantive hearings in Phase 2 of the Southport Inquiry commenced this week before the Chair, Sir Adrian Fulford.

The Inquiry will initially hold two weeks of seminars, examining the complex issues surrounding individuals who are fixated on extreme violence. Phase 2 will consider the adequacy of the arrangements for identifying and managing the risks posed by such individuals; the influence of the internet and social media; the effectiveness of existing laws and systems; and the sale and possession of knives and other offensive weapons.

The Inquiry will use the evidence gathered during this phase to make recommendations aimed at preventing similar tragedies in the future.

Nicholas Moss KC and Richard Boyle continue to act as Counsel to the Inquiry. Hearings in phase two of the inquiry are expected to run until December.
