Ellen acted for the NHS Health Board in an inquest into the death of John Rees, who was stabbed to death in a local supermarket. The offender pleaded guilty to manslaughter on the basis of diminished responsibility. The offender had been under the mental health care of the NHS Health Board as well as the local authority.
The inquest examined the mental health care provided to the offender. No causative findings or Regulation 28 reports were made against the Health Board.
