Philip Matthews
Philip Matthews joined Chambers as a tenant in 2024 after completing pupillage under the supervision of Joanna Hughes, Piers Taylor and Richard Boyle.
He is developing a practice across the full range of Chambers’ work, including both civil and public law.
On the civil side, Philip has a busy court diary, receiving regular instructions in fast-track matters, small claims, stage 3 / OIC disposals, and interlocutory hearings. He is also building a strong paperwork practice in settling pleadings and advices – in this respect, he has experience beyond his years of call, having previously worked as the legal assistant to a leading personal injury / clinical negligence barrister.
Philip’s civil experience dovetails with his interest in inquest / inquiries. During pupillage, he represented a transportation company at a one-day inquest into a fatal road traffic collision.
Under the supervision of Richard Boyle, Philip gained experience of a broad range of public law work, including human rights claims, judicial reviews and civil actions against the state. He is a member of the GLD’s ‘Junior-Junior’ panel, and is currently instructed by the Department for Business and Trade in the Post Office Horizon IT Inquiry. He undertakes extradition hearings at Westminster Magistrates’ Court.
Philip is also committed to pro-bono work, and accepts instructions via Advocate in matters spanning employment / discrimination, immigration and the Court of Protection.
Philip has a busy common law practice, acting for both Claimants and Defendants, and is regularly instructed in fast-track matters, small claims, stage 3 / OIC disposals, and a variety interlocutory hearings (he recently had success in striking out a defamation claim brought against an insurer).
In terms of drafting, he has experience beyond his years of call, having previously worked as the legal assistant to a leading personal injury / clinical negligence barrister. Since taking up tenancy at TGC, Philip has already developed his own paperwork practice, and receives regular instructions to settle pleadings and advices. He is a contributor to the Personal Injury Brief and TGC’s Clinical Negligence Newsletter.
Philip is currently acting for the Department for Business and Trade in the Post Office Horizon IT Inquiry. This has involved, amongst other things, drafting statements for high-profile political figures.
Under the supervision of Richard Boyle, Philip gained experience of a broad range of public law work, including inquests, human rights claims, judicial reviews, immigration and civil actions against the state.
Philip is a member of the GLD’s ‘Junior-Junior’ panel. He is currently acting for the Department for Business and Trade in the Post Office Horizon IT Inquiry.
Prior to coming to the Bar, Philp gained exposure to public policy work through undertaking a ‘stagiaire’ at the European Parliament in Brussels.
Philip gained experience of international criminal / public law work under the supervision of Kathryn Howarth. Additionally, he has attended proceedings at the Kosovo Specialist Chambers.
Philip is developing an extradition practice and has acted on behalf of Requested Persons in hearings at Westminster Magistrates’’ Court.
