Stephen has developed a practice spanning the full breadth of public law. He is equally experienced acting for and against public bodies, representing individuals, government departments, local authorities and other public agencies. In September 2025, Stephen was appointed to the Attorney General’s C Panel of Junior Counsel to the Crown.

Stephen has particular expertise in human rights, immigration, national security, prison law, information rights and regulatory law. He also regularly acts and advises in claims for damages against public bodies.
